Italian Salad Dressing

1/4 cup vinegar
3 tablespoons water
1/2 cup olive oil
1 teaspoon salt
1/4 teaspoon black pepper
1/2 teaspoon dry mustard
1/4 teaspoon dried basil
1/4 teaspoon dried oregano
1/4 teaspoon onion powder
2 teaspoons dried parsley

Mix in a jar with a lid. Let sit in refrigerator for one hour before serving.
